 "Teenage Mutant Ninja Turtles: Out of the Shadows" is a 2016 action-packed sequel to the 2014 reboot of the popular Teenage Mutant Ninja Turtles franchise. The film is directed by Dave Green and features the four iconic turtles: Leonardo, Michelangelo, Donatello, and Raphael, as they continue to protect New York City from various threats, including the evil Shredder.

The story begins with the turtles still operating in the shadows, concealing their existence from the public. However, their arch-nemesis, Shredder, escapes from custody with the help of the villainous scientist Baxter Stockman. Shredder is quickly recruited by the mysterious and otherworldly Krang, who plans to bring his war machine, the Technodrome, to Earth and conquer the planet. Krang tasks Shredder with finding three pieces of a device called the "Transdimensional Portal" that will allow him to open a portal to his home dimension and bring the Technodrome through.

Meanwhile, the turtles are feeling frustrated by their inability to be recognized as heroes by the public. They long for a way to live normal lives above ground. Their opportunity arises when they discover the existence of a mutagen that can turn them into humans. They seek the help of April O'Neil and Vern Fenwick, who have become high-ranking members of a special anti-crime unit within the NYPD.

However, their plans are put on hold when they learn of Shredder's alliance with Krang. The turtles, along with April and Vern, must stop Shredder from finding all the pieces of the Transdimensional Portal and thwarting Krang's plan to conquer Earth.

As the story unfolds, the turtles face numerous challenges. They encounter new allies, including the vigilante Casey Jones, who becomes their human ally and assists them in their mission to stop Shredder. Together, they engage in thrilling action sequences and battles with Shredder's henchmen, the Foot Clan.

One of the standout moments in the film is the introduction of fan-favorite characters Bebop and Rocksteady, two petty criminals who are transformed into a mutant warthog and rhinoceros, respectively, by the mutagen. These two larger-than-life characters add humor and chaos to the story as they become Shredder's formidable henchmen.

As the turtles and their allies close in on Shredder and Krang, they must confront their own insecurities and fears about becoming human. Ultimately, they realize that being who they are – mutant turtles – is what makes them heroes. The climax of the film sees an epic showdown with Krang and the Technodrome in the heart of New York City, with the turtles and their allies working together to save the world.

In the end, the turtles emerge victorious, and the Technodrome is banished to another dimension. Shredder is defeated once again and taken into custody. The turtles decide to forgo the opportunity to become human, embracing their identities as heroes and protectors of New York City.
